Naperville Public Safety (P25)

This system is live and replaces Naperville's use of the Harris OpenSky system.

There are two fire talkgroups that are patched to STARCOM21 Site 101 (DuPage County) where they can be heard unencrypted. Naperville FD dispatch (FD-1) is patched to STARCOM21 talkgroup 2655, and Naperville FD fireground (FG-1) is patched to STARCOM21 talkgroup 2729.

Talkgroups

Talkgroup 1 has been unencrypted and used by radio techs.

The remaining talkgroups appear to be encrypted (as of 6/3/26) -

100-series talkgroups are used by the police department. 101 (dispatch), 102, 103, 104, 105, 106, 107, 108, 109 and 110.

200-series talkgroups appear to be used primarily by the fire department. 201 (dispatch, "FD-1"), 202, 203, 204, 205 (Fireground 1). Talkgroups 206, 207, and 208 have seen affiliation by FD units, and some PD unit transmissions. Talkgroups 209 and 210 have seen use by EMA units.

Talkgroup 401 has seen transmissions by public works, water utility and electric utility units.

Talkgroup 501 appears to be used by electric utility units.

Talkgroups 602, 603, 604, 605, 607, 608, 609, 610, 611, 612, 613, 617, 618, 621, 624, and 627 have been used or affiliated with by water utility units.

Talkgroups 802, 803, 804, 805, 806, 807, 808, 809, 810, 811, 815, and 817 are used by Naper Settlement units.

Talkgroups 901, 902, 903, 904, 905, 915 and 916 have seen affiliation and use by a variety of units. Could these be the staging and incident talkgroups? (see below)

Talkgroup 941 appears to be used by park district police units.

Per a DuPage ETSB meeting document, police will have an interop bank. TG names: Staging, Inc 2, Inc 3, Inc 4, etc. thru Inc 15, PD 1, PD 2. (5/4/26)
